What are the ACTIVE ingredients?

Grapeseed Oil and Vitamin E. Acetone and Polymers do not penetrate skin.

Are all the ingredients disclosed (Some websites trying to downplay Skincerity say Nucerity does not reveal all)?

Yes. All the ingredients are disclosed.
You want me to put Acetone on my face?
I read so much crap on the internet about this part, if the fact that the National Institute of Health grants were given to develop this product and was given 3 times to work out to a total of 7.5 million and their fundamental requirement to even consider offering a grant, not to mention they gave it 3 times, is that it has to be DERMATOLOGICALLY SAFE FOR ALL SKIN TYPES, I will just say to you, Don’t use it. But continue to go ahead with your nail polish remover inhaling 500ppm levels while Skincerity is at 2ppm (pharmaceutical grade acetone – the kind of levels your nurse applies on the part of skin where they draw blood).
